Summary This position is located in the Office of the Chief Financial Officer, National Finance Center, Office of the Deputy Director, Human Resources Management Staff in New Orleans, LA. Incumbent is responsible for planning, developing, and administering a comprehensive human resources management program that will contribute directly and effectively to the accomplishment of the mission and goals for the Office of the Chief Financial Officer (OCFO). Responsibilities Directs the operations and activities of the National Finance Center (NFC) Human Resources Management Staff (HRMS) and Human Resources Services Staff (HRSS). Serves as personnel advisor to managers and supervisors of OCFO and serviced organizations (internal and external). Provides the full range of life cycle personnel management functions to include administering classification, recruitment, placement, training and development, position management, labor and employee relations and benefits and compensation. Analyzes proposed changes in organizations and operations in order to assess impact on Human Capital planning programs. Managing and encouraging optimal use of HR tools, resources, and procedures through analysis of organizational needs and opportunities for improvement. Ensuring highly visible, proactive, and collaborative consultation and advisory services to senior officials and line managers. Evaluating and coordinating human resources operations program goals in relationship to current and emerging human resources policies and initiatives. Fostering diversity, providing direction and guidance to managers and supervisors in establishing a commitment to diversity, and sensitivity for equal employment opportunity. Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position must demonstrate a thorough knowledge of Federal human resources regulations, policies, practices and procedures as it relates to the following: 1) Developing and executing long-range plans for sustainment and improvement of civilian federal human resources (HR)service delivery; 2) managing the distribution of the staff workload to meet the missions of the serviced customers; 3) collaborating with senior organizational leaders to convey overall processes, procedures, and internal policies, to ensure that proposed organizational goals further the organizations mission; 4) briefing higher ranking officials on HR program policies and processes; and overseeing the overall planning, direction, and timely execution of all HR programs; and 5) managing and directing varied human capital management operations (e.g. staffing, recruitment, and placement; position management and classification; labor and employee relations; automated human resources information systems, benefits administration, pay/compensation, etc.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-14). Education Education may not be substituted for specialized experience.
