Overview
The Section Manager will be responsible for managing and supporting the TLC Curriculum Development & Technology group in developing and implementing training and business solutions that return optimum business value to the business organizations supported. The Section Manager will play a pivotal role in overseeing the curriculum development process withing Con Edison's Learning Center. The Section Manager will be responsible for managing The Learning Center design and framework on a high-quality, effective, and engaging curriculum material that aligns with organizational goals and meet the learning needs of Con Edison.Leads and supervises the curriculum development team, providing guidance, direction, and support throughout the curriculum development lifecycle.Establishes and maintains curriculum development processes, standards, and best practices to ensure consistency, quality, efficiency, and alignment with the company goals, industry standards, and learner needs.Collaborates closely with internal stakeholders, such as business owners, SMEs, and Learning Center instructors, to gather requirements, define learning objectives, and ensure alignment with organizational objectives and goals.Manages the overall curriculum development timeline, resources, and budgets to ensure projects are delivered on time and within budget. Assists in preparation of annual budget and monitors the budgets appropriate to the referenced section.Conducts regular reviews and evaluations of curriculum materials to ensure accuracy, effectiveness, and relevance to the industry. Ensures compliance with Training Effectiveness Committee guidelines.Oversees the integration of instructional design principles, adult learning theories, and emerging technologies to create engaging and interactive learning experiences. Remains current with industry trends, learning technologies, and instructional design methodologies to continuously improve curriculum development practices.Fosters collaboration and communication among team members and stakeholders, promoting a positive and productive working environment. Establishes and maintains effective working relationships built on transparency and trust.Provides leadership in addressing challenges, resolving conflicts, and making informed decisions to drive the successful completion of curriculum development projects.Leads planning of application roadmaps with respects to upgrades, vendor product lifecycles, functional enhancements; adherence to policies and compliance surrounding application security, cyber security, personal identification information, disaster recovery, Corporate Risk Management, EH&S and software maintenance contracts. Develops and shapes the corporate culture to achieve zero harm, operational excellence, environmental excellence, and the overall well-being of our employees.
Responsibilities
Core Responsibilities
Manages a portfolio of IT projects at TLC including but not limited to resources, scope, budget (costs), schedule & overall project plans and promotes the use of architects in significant TLC IT projects.
Leads and manages team in the development of new/enhanced IT products from project initiation through user acceptance and implementation including planning, requirements gathering, business analysis, design, development (coding, configuration, customization), testing, training, and implementation. IT products include new custom applications, major enhancements to existing systems or vendor packaged applications, any of which may affect multiple departments and integrating with multiple systems. Transitions team project responsibilities to a long-term support structure after project implementation.
Monitors all aspects of the project life-cycle including the business analysis and legacy data conversion phases of a project to ensure strategic business and ITs project management, functional, compliance, and cost management goals and KPIs are met.
Approves training, instructor schedules and student enrollment. Manages staff vacation schedule to accommodate training schedule and user department needs.
Provides direction on all issues requiring coordination with all internal IT groups and other organizations, including vendors to ensure that issues are addressed. Directs team members as required for resolution.
Administers Company personnel practices and procedures as required and support compliance with all provisions of the collective bargaining agreement.
Participates actively in industry benchmarking activities to identify a scope of comparison in the pursuit of best practices and enhanced decision support. Supervises the maintenance of trainee records and training materials and equipment.
Develops staff; researches/provides recommendation on technical training, evaluates/provides feedback for skill development of senior technical staff. Participate in the selection of new staff members.
Identifies, evaluates and develops roadmaps for all applications, technologies and infrastructure, including vendor and internally developed applications.
Responds and prepares staff for operational emergencies, i.e. response to storms and contingency planning. Available to support operations as needed.
Develops and implements training initiatives to shape Company culture.
Collective bargaining agreement knowledge of implementation.
Engages in the Learning Center Safety Programs
Participates in business partner incident investigation.
Leads opportunities to improve efficiencies.
Obtain ICS certifications within one year being in the position.
Demonstrates proven skills to develop a culture of empathy, questioning attitude, and listening for understanding.
Performs other related tasks and assignments as required.
Qualifications
Required Education/Experience
Bachelor's Degree Bachelors degree in Instructional Design, Curriculum Development, Education, or a related field.
Preferred Education/Experience
Master's Degree in Instructional Design, Curriculum Development, Education, or a related field.
Relevant Work Experience
Strong supervisory experience and knowledge of personnel, budgeting and administrative practices is required. This includes leading collective bargaining employees in culture change, for example zero harm, operational guiding principles and procedural adherence. Required
Excellent oral and written communications, strong presentation, and interpersonal skills are also required. Required
Demonstrated familiarity and proficiency with word processing, spreadsheet and database packages required. Required
In-depth knowledge of instructional design principles, adult learning theories, and curriculum development methodologies. Required
Minimum 5 years experience in curriculum development, instructional design, or a related role. Preferred
3-5 years of Utility work experience. Preferred
Minimum 5 years experience designing, developing, implementing and operating technologies in one or more IT domains, e.g. applications, data, solution, infrastructure, process change management. Preferred
Strong project management skills. Preferred
Experience working with power industry groups. Preferred
Familiarity with learning technologies, multimedia development tools, and learning management systems (LMS). Preferred
Licenses And Certfications
Driver's License Required
Project Management Professional (PMP) Preferred
Additional Physical Demands
Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
Must be able and willing to travel within Company service territory, as needed.
