The primary purpose of this position is: To serve as the Senior Foreign Affairs Specialist/Foreign Disclosure Officer for assigned international programs. The organizational location of this position is: Air Force Life Cycle Management Center (AFLCMC), Air Force Security Assistance and Cooperation Directorate (WF), Policy and Programs Branch (WFN). Responsibilities Duty 1: Responsible for the implementation of foreign disclosure policy, procedures, techniques, methods and standards for AFMC field units. Duty 2: Reviews classified and unclassified export-controlled documents, technical data and information for release and transmission to foreign governments, agencies, and nationals. Duty 3: Serves as Senior Foreign Disclosure (FOO) representative for AFLCMC at assigned base. Duty 4: Reviews and interprets USAF disclosure guidance and identifies shortfalls in the guidance. Duty 5: Reviews, approves/denies visits originating from the Foreign Visit System (FVS). Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience must demonstrate the following: Experience applying expert knowledge of National Disclosure Policy (NDP), DOD, DAF and command policies, regulations, and procedures that govern disclosure of classified information to foreign entities. Candidate should demonstrate experience providing guidance on U.S. classified military information (CMI) and controlled unclassified information (CUI) disclosure and release to foreign recipients. Candidate should display experience reviewing and evaluating delegation of disclosure letters for the purpose of determining release decisions. Candidate would demonstrate experience working with technical orders in support of foreign military partner releasability decisions. Candidate would demonstrate proficiency while reviewing and processing foreign visit requests. Candidate would display the ability to recommend, interpret, and apply the U.S. Department of Defense's (DOD's) and the Department of the Airforce policies. In addition, A bachelor's degree in international politics, International Affairs, or Education and Completion of a Basic Service School (i.e. SOS, PME I) is highly desirable. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Ability to perform work requiring professional knowledge of the formulation and direction of foreign affairs of the Government or in the study and disposition of information bearing on international relations. 2. Knowledge of National Disclosure Policy (NOP-I) principles and how they are applied to issues relating to Foreign Military Sales and commercial exports of defense equipment, technology, information, and assistance. 3. Knowledge of a wide range of international affairs and security concepts, principles and practices, including foreign disclosure, technology transfer, industrial security, and information security. 4. Knowledge of general Air Force and specific foreign disclosure operations, politico-military affairs, technologies used in military Command and Control systems, information and industrial security processes for classified material handling, and general management practices. 5. Ability and experience to plan and implement an Air Force foreign disclosure program, and to understand and work effectively with an industry export compliance program. 6. Ability to review complex technical material and analyze the impact of disclosure or export to foreign entities. 7. Ability to effectively write and orally communicate foreign disclosure and export information to various audiences, to include U.S. and foreign staff, management, senior executives, and corporate officers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
