Summary You will serve as a Telecommunications Manager (Spectrum Manager) in the Headquarters Marine Corps Installations West of MARINE CORPS BASE CAMP PENDLETON. Responsibilities You will provide Marine Corps Installation level spectrum policy, guidance, and procedures. You will ensuring effective and efficient spectrum management is considered at all levels of operational planning. You will establish procedures and guidance for the accurate assignment, coordination, and identification of discrepancies within the electromagnetic spectrum. You will responsible for the timely and accurate identification, reporting, and resolution of Electromagnetic Interference EMI for assured access to the electromagnetic spectrum. You will ensure MCI compliance with applicable international, national, DoD, Joint, DON and Marine Corps statutory and regulatory policies. You will provide local electromagnetic spectrum management, planning, policy, prioritization, and resourcing for MCIWEST and regionally supported commands/installations requiring spectrum management expertise as required. You will provide technical training and advice to MCIWEST installations. You will provide daily, semi-annual, and annual training statistics to the MCIWEST Operations Manger concerning all spectrum related training. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing the electromagnetic spectrum for an organization to ensure operational readiness; 2) Establishing procedures and guidance for the accurate assignment, coordination, and identification of discrepancies with the electromagnetic spectrum; 3) Ensuring spectrum usage is in compliance with applicable international, national, and organizational telecommunication regulatory policies; 4) Developing and implementing new electromagnetic spectrum methods that satisfy policy and operational requirements; and 5) Resolving issues involving conflicting telecommunications requirements and recommending changes in electromagnetic spectrum policy issuances.
