ABOUT THIS POSITION: The incumbent of this position reports directly to the Louisiana Board of Ethics, where they will serve as the Ethics Administrator and General Counsel for the Louisiana Ethics Administration Program. The Ethics Administrator directs, controls, and evaluates the administrative and legal activities of the Louisiana Ethics Administration Program. PLEASE NOTE: UnderRevised Statute 42:1113 (https://legis.la.gov/Legis/Law.aspx?d=99217) – The Ethics Administrator, their immediate family members and their legal entities in which they own more than 5% are prohibited from entering into contracts with state government. There are exceptions for certain contracts, but for which disclosure may be required. Also, the Ethics Administrator nor their spouse cannot enter into a contract with state government within one year of the termination of their employment as Ethics Administrator. UnderRevised Statute 42:1124.2 (https://legis.la.gov/Legis/Law.aspx?d=473277) – The Ethics Administrator is required to file annual Tier 2 personal financial disclosure reports. Under Revised Statute 42:1134 (https://legis.la.gov/Legis/Law.aspx?d=99239) – The Ethics Administrator shall not be employed by or enter into a contract/subcontract with any state agency or political subdivision. The Ethics Administrator shall not engage in any outside business activity requiring active participation as determined by the Board of Ethics, which includes, but is not limited to, the practice of any profession for compensation other than in performing his public duties and responsibilities as Ethics Administrator. DESIRABLE QUALIFICATIONS: Preference may be given to candidates with at least two years of qualifying experience at the supervisor level or above. Preference may be given to candidates with extensive working knowledge of the Code of Governmental Ethics, the Campaign Finance Disclosure Act, and the Lobbyist Disclosure Act. Experience with administrative hearings, trial practice, or working for a court. Candidates who can prepare complex briefs and other pleadings and present oral arguments while representing the Ethics Administration Program in the most complex and important litigation before trial and appellate courts and administrative tribunals. The selected candidate must have a license to practice law in Louisiana and be a resident of Louisiana. The selected candidate may be subject to a fingerprint criminal background check, a drug test, your driver's license record, and reviews of any Louisiana Board of Ethics and LSBA disciplinary counsel matters. Represents the Louisiana Ethics Administration Program in litigation before trial and appellate courts and administrative tribunals. Presents staff reports for requests for advisory opinions, fact-findings, and investigations. Prepares complex briefs and other pleadings in connection with litigation involving the Louisiana Ethics Administration Program. Renders advice concerning interpretation of the Louisiana Code of Governmental Ethics, the Campaign Disclosure Act, and the Lobbyist Disclosure Act. Meets with the Governor, government officials, professionals, media representatives, and others on matters pertaining to the operations of the Louisiana Ethics Administration Program.
