Contract overview
This is a placement contract between you and the employer. If the employer hires a candidate you submit, you'll be paid the contract amount.
The payments begin when the candidate starts and are disbursed over time. The contract terms are:
Market price: $4,600 USDEst.
Payment schedule: Paid monthly over 11 months
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
- Detects sore horses and notifies show management of all non-compliant horses at inspections regulated by the Horse Protection Act (HPA).
- Completely and accurately documents cases of severe instances of non-compliance.
- Communicates with officials of horse shows, exhibitions, etc. to ensure they understand laws and regulations, and the responsibilities of the designated inspection veterinary medical officer and team.
- Advises management of all areas of the inspection (adequate facilities, crowd control, handling of horses, etc.).
- Trains regulated entities in the interpretation of the HPA and regulations in different venues nationwide.
- Evaluates the Horse Protection programs to determine their effectiveness, and advises management to correct persistent problem areas.
- Provides direction to a team of USDA employees which may include APHIS officials and third-party contractors at all inspections.
- Provides on the job training to new employees in accordance with established procedures and practices.
Requirements
Conditions of Employment: You must be a US Citizen or US National. Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt. Subject to satisfactory adjudication of background investigation and/or fingerprint check. Successful completion of one-year probationary period, unless previously served. Qualifications
Basic Requirement: Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). You will be evaluated for this job based on how well you meet the qualifications above. This is a Direct-Hire Authority position, all applicants who meet the minimum qualifications, to include any specialized experience and/or selective placement factor(s), if applicable, will be referred to the selecting official.
