Summary You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (ER/LR) in the U.S. MARINE CORPS of MARINE CORPS BASE CAMP PENDLETON. Responsibilities You will advise and assist employees, managers and supervisors on grievance procedures and appropriate options for proper resolutions of conflicts or problems. You will research all cases involving third party disputes to prepare case presentations and file briefs and/or appeals as necessary. You will train management negotiating panels and provides leadership in the development of management proposals. You will explain processes for bringing grievances or appeals before a third party (e.g., Federal Labor Relations Authority, Merit Systems Protection Board, Federal Service Impasses Panel). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Using Employee and/or Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and/or Employee Relations; Assessing potential impact and precedent-setting implications of very complex pending employee/labor disputes; Developing and presenting briefings/written communication on complex Labor and/or Employee Relations topics to senior leaders; Performing complex Inspector General (IG) referred and Agency referred workplace conduct investigations that include experience formulating investigative plans, documenting analyses, collecting and creating evidence files, conducting interviews and drafting investigative reports.
