Summary You will serve as an INDUSTRIAL PROPERTY MANAGEMENT SPECIALIST in the Logistics Division (SPP42) of NAV ORD TEST UNIT located in Cape Canaveral, FL. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. Responsibilities You will act as a primary point of contact for day-to-day liaison and continuing coordination between all Navy, contractor personnel and the Naval Ordnance Test Unit (NOTU). You will conduct periodic usage analysis of government property and ensure that property is procured, utilized and disposed of properly and timely in accordance with the terms of the contract. You will analyze, interpret, and implement property administration and disposal policies and regulations. You will maintain surveillance and control over all the contractor's government furnished property to include gathering facts, analyzing data and determining survey results. You will investigate cases of loss, damage, destruction or unreasonable consumption of government property. You will participate in conference and meetings with contractor, or internal personnel to obtain or provide guidance on operational problems, policy changes or assist in resolution of problems. You will perform final disposition surveys of completed contracts. You will conduct final determinations and signatory authority for all Government property documents. You will plan, schedule, and oversee cyclic annual inventories, random sampling audits, and comprehensive triennial inventory as required by SECNAVINST and IAW with local procedures for all property in possession of the Government. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying contract provisions for government property held by contractors, evaluating their procedures for property disposal, and monitoring excess or surplus property disposition for strategic weapon systems property management. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
