Summary About the Position: This is a situational telework position, not full-time telework. The Walla Walla District US Army Corps of Engineers helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas. This position is being filled under the Direct Hire Authority for Post-Secondary Students and Recent Graduates. Responsibilities Serve as a Student Trainee (Engineering and Architecture), in the Engineering and Construction Division. Receive on-the-job training in the principles, concepts, work processes, regulations, and reference materials fundamental to technical and professional aspects of implementing engineering. Assist higher level professional personnel by carrying out a variety of research and design activities in support of broader projects. Assist in the collection, preparation and assembly of project data for use in investigation and design activities. Prepare fact sheets and revise a variety of reports to reflect the comments of others Requirements Conditions of Employment Qualifications Who May Apply: To be eligible for consideration you must meet the definition of post-secondary student as defined below: Post-Secondary Student: a person who, (1) is currently enrolled in, and in good academic standing at, a full-time program at an institution of higher education; and (2) is making satisfactory progress towards receipt of a baccalaureate or graduate degree; and (3) has completed at least one year of the program. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant education and experience. Typically student trainees work full-time during the summer or when classes are not in session and part-time or go on leave without pay during the regular school year.This intern position is designed to prepare a student trainee for employment after graduation as a professional engineer. Interns will be assigned tasks designed to increase familiarity with the target occupation in a real world work environment.This opportunity follows a standard promotional path: Internship selection will be made at the GS-3, GS-4, or GS-5 grade levels. These grade levels are what typical college students in their second, third, or fourth year of study may qualify. Within 120 days after completion of Internship requirements (graduation), you may be eligible for conversion to the entry-level for the target occupation. Entry level for these positions are typically at the GS-7 level. The actual grade level at the time of conversion depends on academic achievement (GPA 3.0 or higher) and other factors. The full performance level of this position is GS-12. Progression from the entry-level to the full performance level for this occupation will depend on successful completion of all requirements for promotion. Promotions may be considered after a year at each grade level, but are not guaranteed to occur on a specific time schedule. To qualify for an Internship as a GS-03, students must have completed one full academic year of post-high school study (30-59 semester hours or 45-89 quarter hours completed). One full academic year is the number of credit hours determined by the college, university, or school to represent one year of full-time study. To qualify for an Internship as a GS-04, students must have completed two full academic years of post-high school study, or have an associate's degree (60-89 semester hours or 90-134 quarter hours completed). Two full academic years is the number of credit hours determined by the college, university, or school to represent two years of full-time study. To qualify for an Internship as a GS-05, students must have one year of specialized experience which includes experience using a variety of engineering and/or scientific applications, systems, processes, devices, methods, techniques, and/or materials, to assist professional engineers and/or scientists. (In your resume, document experience attained either in an academic setting or on-the-job, to include internships). OR Education: Four year course of study leading to a bachelor's degree with major study in an appropriate field of engineering, Civil/Environmental Engineer. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Post-secondary students will initially be appointed to a term appointment in the competitive service for a period expected to last more than 1 year not to exceed 4 years; they may be non-competitively converted to a career or career-conditional appointment within 120 days of successfully completing the qualifying academic program. May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade is based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.
