Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means noexamination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have theirnon-competitive employment status converted to competitive status, without having to compete in an examination. Employeeswill then be afforded with all of the same rights and privileges of competitive class employees of New York State. Duties Description The Administrative Specialist 1 will provide professional administrative, and staff support to executives, program managers and other executive staff by overseeing budget, human resources, and business services activities that supports the work of the Office of Real Property Services: • Initiates and prepares requests to fill vacancies. • Arranges and assists in conducting interviews. • Obtains and reviews credentials, references, and other documentation to support transactions and decisions about hiring and promotion. • Prepares job descriptions and justifications to support classification requests. • Answers questions from program managers and staff about human resources laws, policies, and practices. • Provides information about employee benefits and obtains assistance in resolving problems. • Monitors performance evaluation, traineeship & probation submissions to ensure they occur timely. • Prepares cost/benefit analyses of goods and services and meets with vendors and contractors to discuss potential purchases. • Coordinates the purchase and installation of equipment and systems and arranges maintenance contract. • Approves purchases and requisitions, assigns approved expenditures to programs, and maintains records of purchases. • Resolves problems with vendors. • Answer the telephone, respond to questions concerning policies and procedures and refer calls to appropriate staff members • Provide direct supervision to subordinate staff • Communicate effectively, both verbally and in writing, to respond to inquiries from Department staff • Meet the Department's time and attendance rules and regulations • Other as assigned relevant duties
