Job Description Position Title: Operator Technician I or II (DOT-PHMSA) OPEN UNTIL FILLED Department/Location: Office of Chief Ops Officer; Deer Creek Station/Elkton, SD Company: Basin Electric Power Cooperative Position Purpose: This position, under supervision, is responsible to operate and maintain the 300-megawatt (MW) combined cycle generating unit, all electrical and electronic equipment, and other plant facilities, including the gas pipeline at the Deer Creek Station. Essential Functions: Performs all duties in a safe and efficient manner in compliance with safe work procedures and safety regulations. Maintain accurate logs of conditions and observations on all equipment. Respond to plant emergencies, unit upsets, and plant changing conditions. Perform water analysis for HRSG water and steam cycles. Implement equipment clearances in preparation for inspection, testing, or maintenance. On return of clearance, inspect and return the equipment to normal operation. Follow prescribed clearance procedures. Operate, monitor, inspect, and maintain heat recovery steam generator (HRSG), turbines, condensers, generators, and plant auxiliary equipment and systems (as assigned), including water treatment systems and chemical additions. Perform scheduled and unscheduled maintenance on plant equipment. Inform the Lead Operator Technician and Operations or Maintenance Supervisor of any unusual conditions. Update logs and reports on plant equipment maintenance. Complete work orders. Perform ground maintenance (mowing, watering, removing snow), paint, and clean buildings. Maintain the remote supervisory systems between Deer Creek Station and other Distributed Generation sites. Monitor and accept all SPP Day ahead market awards. Ensure all engines are started and stopped as scheduled to prevent economic penalties. Receive all calls from Basin Real Time Marketing for SPP self-commitments in the Market. Communicate all operational changes and trouble-shooting with each Distributive Generation Site, Basin Real Time Marketing, WAPA, Northern Border Pipeline, and WBI. Properly enter all outages and de-rates in the PCI software system. Operate a gas pipeline for providing fuel to Deer Creek Station. Maintain qualifications in accordance with the SD Public Utility Commission and Pipeline and Hazardous Materials Safety Administration (PHMSA)gas pipeline requirements. Qualifications : Operator II: Knowledge of plant operating procedures and equipment, including pollution control equipment. Certificate program or Associates degree in process technology or power generation technology; or High school diploma or equivalent (GED or HSED) and 2 years of maintenance or operations experience in an industrial, coal-based/combustion turbine generation, or combined cycle generation power plant. Operator I: Two-year power plant technology program; and 3 years of operation or maintenance experience in an industrial, coal-based/combustion turbine generation, or combined cycle generation power plant; or High school diploma or equivalent; and 5 years of operation or maintenance experience in an industrial, coal-based/combustion turbine generation, or combined cycle power plant experience. Other Requirements: Good written and verbal communication skills. Proficient with a PC and Microsoft applications. Complete company-provided training and testing necessary to become qualified for pipeline operations and maintenance within 12 months. This is a Department of Transportation (DOT) (PHMSA) qualified position. Maintain a valid driver's license. Able to work a rotating shift. Resume required. Typical Physical/Mental/Environmental Demands: This position requires continuous sitting, standing, walking, climbing, and reaching; frequent bending, kneeling, and using keyboard/computer; and occasional crawling, pushing, pulling, and lifting up to 50 pounds. This position requires finger dexterity, good color vision and good hearing. Working conditions may frequently include chemicals and noise; and occasionally extreme heat and cold, dirt and dust. This position operates manlifts, forklifts and other portable plant equipment. This position must be respirator qualified and able to operate a motor vehicle. The incumbent must also remain fit for duty and must remain in compliance with ANSI Z359 fall protection code standards. Works rotating shifts.
