About the Position: Serves as a warranted Contracting Officer within delegated authority for pre-award and post-award contracting requirements involving the Research and Development of extensive, highly specialized weapons and defense systems, or information technology and enterprise systems, or biometric systems. Responsibilities Serves as a senior contracting advisor to program managers and/or program executive officers in the acquisition planning process relative to assigned programs and assists in the preparation of statements of work contract specifications and/or requirements for compatibility with procurement laws and contract specialists in acquisition planning efforts. Serves as lead negotiator during contract negotiations. Participates as leader of multi-disciplined government negotiation team; coordinates and applies advice and recommendations from functional elements (i.e., legal, audit, technical, etc.) as appropriate. Guides the full range of contract management actions required for the execution of assigned acquisition programs, including the issuance of contract modifications, negotiation of changes, exercise of options, resolution of contractor delays, disposition of claims, stop work orders, issuance of cure notices and show cause letters; safeguards interests of the United States in contractual relationships. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for 1102 Series Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify for the GS-13 grade level your resume must display at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes performing the following duties; 1). Conducting contract negotiations to ensure contracts are fair and reasonable; AND 2). Executing Source Selection contracting methods to award contracts and agreements; AND 3). Conducting cost and/or price analysis to evaluate the reasonableness of contractor proposals. You will be evaluated on the basis of your level of competency in the following areas: Communications Contracting/Procurement Decision Making Leadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
