Summary The purpose of this position is to serve as lead detective, providing planning, directing, organizing, and exercising control over civilian and military members assigned to Security Forces (SF) Squadron Investigations Section. Responsible for investigations of crimes, complaints committed by military and civilian personnel within security forces jurisdiction while enforcing, maintaining law and order, preserving the peace, protecting life and civil rights within assigned Federal Jurisdiction. Responsibilities 1. This position will support the Federal Government's response efforts to COVID-19. Serves as the work leader by planning, organizing, and coordinating the activities of three or more military or civilian detective/investigators. Branch typically consists of three or more investigative personnel who are GS-8 civilian employees, equivalent military personnel, or a combination of military and civilian personnel. 2. Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) as determined by Security Forces and AFOSI commanders. Complaints range from simple inquiries (misdemeanors) to serious incidents/complaints (felonies) requiring more complex investigative capabilities than that provided by law enforcement patrols. 3. Serves as liaison to, coordinates with, and assists other investigating agencies to include local, state, federal, and military on issues concerning investigations affecting the installation. Authorizes and provides professional investigative assistance to AFOSI on matters in AFOSI's jurisdiction. 4. Serves as the evidential and acquired property custodian for security forces. Is the primary custodian for evidence relating to criminal activities and for found/acquired property in security forces. 5. Performs the full spectrum of police officer duties within the assigned jurisdictions. Incumbent has full powers of apprehension and detention, which entails carrying a firearm, Mirandizing suspects, preserving evidence and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. Requirements Conditions of Employment Qualifications Conditions of Employment continued Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, (e.g. Employing "Active Shooter" response tactics and techniques as a member of a small team is required). This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Work may occasionally require travel away from the normal duty station. Must obtain and maintain a government travel card. Must successfully complete L5AZA3P071-013 - Military Police Investigator course within the first 6-months, if training slot is available. Must earn qualification and/or certification, or have previous certification/qualification to operate and perform the following: Active Vehicle Barrier, National Crime Information Center (NCIC), Web EOC, GEO Base, Emergency Management Systems, Defense Biometric Identification System (DBIDS), Standardized Field Sobriety Test (SFST), Air Force Justice Information System (AFJIS), Explosive Detection Device (EDD), Defense Data Exchange (DDEX), authoritative databases, Small Unmanned Aircraft System (SUAS), electronic booking stations, non-lethal weapons (e.g. neuromuscular incapacitating device (NMID), baton, etc.) and other duties as assigned. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Unit Funded PCS In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0083, Police Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Experience that provided knowledge in law enforcement conducting investigations of crimes and complaints allegedly committed by military and civilian personnel on the installation and within the local jurisdiction. Serve as liaison to, coordinates with, and assists other investigating agencies to include local, federal, and military on issues concerning investigations affecting the base. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applicable law enforcement and security AF, Federal and DoD rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security. 2. Knowledge of safety, security, and EEO regulations, practices, and procedures. 3. Knowledge of police officer procedures and operating methods to perform the full range of police officer activities independently to include protection level resources, installation entry control, armed response and dispatch. 4. Ability to operate the Incident Management System and the Security Forces Management Information System (SFMIS). 5. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
