Position requires travel and will include assignments to various project sites for extended periods of time. Candidates can be located anywhere in TN Valley. Position Purpose This position is responsible for the construction and installation of all non-nuclear new and replacement generation which includes but is not limited to Combined Cycle (CC), and Simple Cycle (CT) new and replacement generation. It encompasses the following aspects of a project’s functions: construction, procurement, coordinating commissioning, startup and testing of major CC and CT new generation projects that are required to meet TVA's generation needs. Directs the onsite construction to ensure safety, environmental, budget, and schedule goals are met. This position also functions as the primary TVA representative on the construction site for local community relations, political interface, and TVA good will, when affected by events surrounding the project. Supervisory Responsibility This position supervises a team of 8-30 personnel consisting of both TVA direct employees and contractor employees. The TVA employees (via a matrix organization) and contractors may include (will vary project to project): BSR, Project Control Specialist, engineers, construction specialists (civil, electrical, mechanical, I&C, piping), EHS Specialist, and possible CT plant personnel (CT Op Technicians). Provides daily supervision of 200-600 matrixed contract personnel on the construction site. Budget Responsibility Responsible for the construction budget for a CC or CT project ($100 million to $500 million) Principal Accountabilities Manages the daily activities on a construction site for a major ($300 million to $1 billion) new generation and replacement generation construction project from mobilization on site through plant startup and testing. The primary function is the management and execution of major new and replacement generation construction projects, including contractor evaluations and selection, construction, coordinating startup and testing, performance testing, and environmental compliance testing and reporting. The individual is TVA's responsible party on site regarding the EPC contractor interface, local government interface, and for providing day to day community relations. The individual will be required to live temporarily in the vicinity of the project site during construction. Responsible for ensuring quality, cost effectiveness, timely completion, and performance of each project assigned. Manages (under the supervision of the Manager NUS Construction Projects) the construction project budget, cost forecasts, and schedules to provide project completion within pre-established goals and targets. Responsible and accountable for meeting the pre-established Project Safety and Environmental goals. Responsible for developing a Safety culture of Zero Injuries for the Project Construction Site. Supervises a site construction team consisting of direct TVA employees (via matrix organization) and contractors including: BSR, Project Control Specialist, multiple engineers, and specialists, EHS Specialists, and other positions as required. Interfaces and coordinates with the Plant Operations, TVA Engineering, PSO, CO&F, Facilities Management, Procurement, OGC, and potentially CC/CT Op Technicians , and other TVA groups. Responsible for procurement of equipment and materials that are purchased on site by TVA, the EPC contractor , or other contractors. Develops a project construction plan with each contributing group, i.e., PSO, C&OF, Environmental Affairs, and CT Operations. Then combines the plans into an integrated schedule. Establish and maintains an integrated project schedule with contingency planning. Minimum Requirements: Education— BS Engineering or equivalent education, training, and experience. Experience— Extensive experience managing large construction projects (greater than $100 million) in an engineering/construction/modification business. Must have extensive Project Manager/Construction Manager experience (minimum of 2 years managing large projects). Prefer 3 or more years’ experience managing CC or CT projects as a Construction Manager. A broad knowledge and experience in all phases of power plant construction is required with a solid understanding of CT and CC power plants. An in-depth knowledge of environmental, health, and safety with respect to construction project executution.is also required. Certification/License, etc.— Project Manager certification is desirable. Knowledge/Skills/Abilities— Strong facilitative leadership skills, the ability to function effectively in a team environment, a strong focus on results, self-motivated, with high personal and ethical standards. Strong organizational skills, excellent interpersonal skills, analysis, and an Owner's Representative experience. Must have a working understanding of major procurement and construction contracting, cost accounting, budgeting, and scheduling is required.
