Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HELICOPTER PILOT, Position Description Number D2929000 and is part of the PA Army Aviation Support Facility 2, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a Helicopter Pilot, GS-2181-12, you will pilot a variety of on one or more of the following helicopters: Attack Helicopter (AH-64); Cargo Helicopter (CH-47); Utility Helicopter (UH-60 series), (LUH-72 series) and others when assigned. Perform maintenance operation checks (MOCs) and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair or replacement of components or aircraft systems. Serve as a member of a board pertaining to aviation accidents, flight evaluation, collateral investigations, standardization, and federal recognition. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Army Aviation Support Facility 2 AOC 2: NG employees in the State Army Aviation Office (This includes AASF 1, AASF 2, and EAATS) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently service in another branch of service who are willing to become members of the PANG Military Grades: OFFICER: O1-O4 Supervisor for this position is MAJ Shedron GENERAL EXPERIENCE: Eligibility requirements for Dual Status technician positions in this occupation are based on the candidate's possession of Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft of employment, and the required competencies. SPECIALIZED EXPERIENCE: Application must indicate 2 years working experiences in civilian aviation programs; or military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in the Air National Guard Operations Groups. Qualification competencies are determined by three factors in combination: The aircraft operated; the nature and purpose of assignments; and the degree of hazard. Application must demonstrate experience in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Experience in mission tasking, intelligence reporting, and applying weather information. Experience in supervising and/or filing of flight plans and conducting crew briefings. Experience in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experience in operating aircraft controls and equipment. Experience in performing or supervising the work procedures involved in navigation, in-flight refueling; search and rescue operations; or surveillance and reconnaissance. Experience in developing plans and policies, monitoring operations, and advising commanders. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Education For Army National Guard Second and First Lieutenants must be actively pursuing an undergraduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college/university. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period.
