Summary This position is located with in the Diagnostic Metrology & Labs (TEZT), Technical Services (TEZ) group of the Engineering and Technical Services (TE) organization in the Transmission Services (T) of Bonneville Power Administration (BPA). A successful candidate in this position will perform instrument calibration, repair, evaluation, acceptance testing, modification and fabrication, computer repair, computer controlled testing, power system instrumentation, and system protection and control. Responsibilities As an Instrumentation Craftsman I and II, you will: Troubleshoot or make measurements to determine the technical problem, maintain, repair, adjust, and calibrate instrumentation and subassemblies. Some of the physical principles and concepts involved are: electronic (including transistorized or integrated circuits), logic, electrical, digital, mechanical, electrochemical, optical, fiber optics, force, volume, luminescence, thermal, ultrasonic, magnetic, electromagnetic, radiation, displacement, pneumatic, hydraulic and acceleration. Use specialized tools to install, remove, and adjust delicate electronic and mechanical components. Review the technical specifications and technical manuals, and makes test setups for evaluation studies, measurement or environmental tests to determine accuracy of instrumentation systems. Document tests with accurate and comprehensive data sheets, diagrams, graphs and explanations sufficient for clear and complete communication of the work performed. Fabricate measurement systems, instruments or parts of such systems, or instruments needed to meet novel types of measurement required. Complete maintenance, repair, changes, or approved modifications and operational tests to electronic systems, including instrumentation and computer systems and their accessories. Perform unique power system or environmental measurements,. such as harmonics, electrical effect mitigation measurement (RI, TVI audible noise throughout the BPA system). Set up and maintain instrumentation and assists the engineer concerned with measurement assurance issues. Maintain the legal accuracy certification on standards used to disseminate the legal units of volts, current, power, energy, resistance, inductance, and other units throughout the transmission system. Work with engineer/metrologist to analyze and document results obtained in quality control programs used to maintain the standard's certification. Assemble, integrate, and operate test apparatus in accordance with standard procedures used for high accuracy calibration. Prepare calibration procedures, and circuit diagrams to outline the adjustments applicable to specific instrumentation service techniques, or methods utilized and equipment or devices used-, provides test circuit diagrams and assists with cost estimates on assigned tasks. Assist in defining test equipment requirements to be procured for use on the transmission system. WORKING CONDITIONS: Work is usually performed at the Ross Complex under laboratory conditions, although the work may involve significant time spent at remote sites or substations. Work may be performed in adverse weather conditions. Tests and work may be performed in the proximity of high transmission line voltages and around other electrical hazards. Some assignments may require that employee work above ground at heights in excess of 50 feet. Some of the work is performed around moving machinery in the auxiliary power equipment. The work may involve driving vehicles over steep and narrow roads and unimproved off road surfaces. PHYSICAL CONDITIONS: Incumbents must be physically and mentally able to efficiently perform the duties of the position, with or without reasonable accommodation, without hazard to themselves or others. The duties involve lifting and carrying instruments weighing up to 50 pounds, frequent standing, walking, bending, reaching, and stooping, and working in a sitting position for extended periods of time. Incumbents must have good distance vision and have the ability to read printed material the size of typewritten characters. They must be able to distinguish different electrical/electronic components based on color coding or shade variations. They must have the ability to manipulate fine electromechanical assemblies. Extensive driving over unimproved surfaces may be required. Work may be performed on smooth or uneven surfaces and will be performed under varying climatic conditions. May work at heights in excess of 50 feet. Incumbents must be able to work with both arms overhead. They must be able to hear the conversational voice. Incumbents must be able to work alone under stressful situations. Speech must be suitable for clear communication by telephone. Incumbents must be in good physical condition sufficient to safely perform the duties of the position.
