Position Overview
Primary Function of Organizational Unit
The Title III Programs Office is responsible for ensuring Federal Title III funds appropriated for various allowable activities that are expended in accordance with Title III legislation and are administered by competent, effective, and efficient staff who are charged with documenting the achievement of project goals and objectives. The Title III Programs office is responsible for managing three grants from the Department of Education: HBCU, Part B, FUTURE Act, Part F, and HBGI, totaling an average of $12,000,000 per year. This office needs a staff member who will serve as financial manager and authoritative expert to grantees regarding tracking, monitoring, and use of grant funds; internal control systems; financial policies; and sound fiscal management practices.
Primary Purpose of Position
The primary purpose of this position will serve as Accountant and authoritative expert to grantees regarding tracking, monitoring, and use of grant funds; internal control systems; financial policies; and sound fiscal management practices.
Required Knowledge, Skills, and Abilities
The person should be able to assist with or have full responsibility for the establishment of long-term and short-term goals and objectives and the formulation of accounting programs and policies and provide leadership in the development of control guidelines and accounting programs in financial, program operation, systems, or other areas.
Minimum Education/Experience
Any combination of education and experience equivalent to a bachelor’s degree (master’s degree preferred), in business administration, public administration, with course work in finance, accounting, budget analysis, or a related field, plus five years of progressive and responsible professional experience relevant to the position, and one year of accounting or finance work experience. Background in business management systems, office operations, accounting functions and financial systems, including financial reporting, cash management, cost accounting, internal control, and related functions.

This position will ensure that grantees’ fiscal and internal control systems are adequate to meet program requirements by aiding in pre-award planning/preparation, budgeting, application procedures, project approval, grant implementation, grant monitoring and evaluation, and audit resolution.

Responsible for reviewing activity coordinators’ budget submissions, assessing activity coordinators’ capacity to appropriately expend grant funds, monitoring spending performance of assigned activity coordinators, and ensuring that activity coordinators meet legal, fiscal, and program requirements.

Provides technical assistance, identify options, and make recommendations on grant preparation and implementation through site visits, workshops, training, and other management assistance services.
