Contract overview
This is a placement contract between you and the employer. If the employer hires a candidate you submit, you'll be paid the contract amount.
The payments begin when the candidate starts and are disbursed over time. The contract terms are:
Market price: $3,300 USDEst.
Payment schedule: Paid monthly over 6 months
General Summary of Job:
Performs as the city’s Building Official as described in various codes, regulations, and ordinances; as a member of the Technical Review Committee plans, organizes and directs the overall activity of the building inspection function; manages the day-to-day administrative requirements of the position; coordinates scheduling of inspections in all phases of construction, alterations, and repairs to assure adherence to International Codes, plans, and specifications.
Essential Functions:
- Review or oversee the review of plan services, drawings, and specifications for code compliance; approve building projects and coordinate issuance of building permits for new construction as well as repair or remodeling of existing structures.
- Calculate and assess applicable building and plan review fees.
- Review construction projects at completion for issuance of certificate of occupancy.
- Oversee the inspection services of buildings under construction and existing buildings for compliance with the appropriate codes and ordinances.
- Must be able to coordinate portions of work with 3rd parties when necessary
- Explain regulations and codes to builders and property owners to assist them in altering construction plans to meet established standards.
- Establish, evaluate, and revise building inspection procedures, practices, and rules to concur with departmental and city policies.
- Review and interpret codes and ordinances, recommending changes and additions as needed; review and study adopted codes to stay abreast of changes.
- Prepare and maintain records of plans, inspections, letters, and reports prepared or used in connection with all building inspections; follow up on written agreements between the city and property owners, developers, contractors, etc.
- Follow up on all conditional, partial, and temporary approvals.
- Work with other city departments to coordinate plan approval and building, zoning, or other related code issues.
- Investigate alleged code violations; determine whether a violation exists; inform building owner/worker or violations in building construction; serve correction notices.
- Assist City Attorney in preparation and presentation of city ordinances to city administration related to building codes, and when necessary work with attorney, planning and code enforcement to prepare building code violation-related cases.
- Perform related duties as assigned and required.
Necessary Skills and Abilities:
- Ability to establish and maintain effective working relationships with contractors, public officials, the business community, citizens, elected officials, employees, developers, and other government agencies;
- Excellent interpersonal communication skills with others.
- Considerable knowledge of the International Code Council (ICC) Code;
- Considerable knowledge of current building construction methods, materials, tools and equipment;
- Ability to detect hazards, violations and related details regarding what the codes and approved plans require during field inspection work;
- Ability to interpret codes accurately and effectively; enforce regulations with firmness, tact, and impartiality in field inspection work;
- Ability to make difficult decisions based on information and professional judgment;
- Communicate effectively verbally and in writing; ability to read and accurately interpret plans and specifications of any complexity, and to compare them with construction in progress;
- Must have working knowledge of applicable municipal business licensing and other governmental functions
- Working knowledge of federal, state and local laws, regulations, standards, and ordinances related to planning, zoning and urban development;
- Public relation skills;
- Writing and verbal communication skills;
- Ability to work in a fast-paced, stressful environment.
- Must be able to learn and use plan related software.
Special Qualifications:
- Must possess and maintain a valid Utah State driver’s license with periodic verifications by the City.
- Prefer ICC certification in building and plans review.
- Must be State of Utah licensed by DOPL.
- Prefer ICC certified in electrical, plumbing, and mechanical.
- Must be ICC 6-8 areas of residential and commercial;
- All certifications must be kept current. Failure to do so may result in loss of position.
- Previous commercial and residential plan review experience preferred.
Minimum Qualifications:
High School diploma plus two years of specialized training or an associate degree and five to seven (5-7) years of progressively responsible experience in municipal building inspection department or an equivalent combination of education and experience.
Must have ICC’s CBO Certification Certified within one year of hire date.
Working Conditions:
Incumbent of the position performs in a typical office setting with appropriate climate controls;
Tasks require a variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing, and seeing;
Common eye, hand, and finger dexterity exists;
Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking, and guided problem solving;
Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of positions.
