Responsibilities Provide supervision to the Minerals Adjudication Team by providing leadership and oversight of subordinate employees to carry out the mining claims and mineral leasing adjudication programs Direct daily Team functions and workflow to ensure quality and timely operation support for locatable and leasable mineral activities. Conduct extensive legal research and analysis into old, inactive, or infrequently used minerals laws, rules, and regulations that may conflict and therefore require very precise interpretation. Analyze lands records, regulations, judicial decisions, Solicitor’s Opinions, and other decisions that impact minerals adjudications. Serve as the state’s authority and senior technical expert in mining law and minerals adjudication functions and requirements. Independently adjudicate the full range of the most difficult and complex mineral leasing and mining law cases in order to render a decision. Routinely provide information, advice and guidance to other examiners, management, and/or Solicitors on general legal principles, precedent decisions, and proper application of varied, arcane, and infrequently used laws. Prepare accurate, concise decision documents, notices, correspondence, and briefing materials. Requirements Conditions of Employment Qualifications Individual Occupational Requirement for the Land Law Examining Series (0965): Specialized Experience: Experience in or directly related to examination or adjudication of cases involving laws and regulations dealing with lands and resources. In addition to meeting the Individual Occupational Requirement above, applicants must also meet the following qualification requirement in order to be considered for this position. For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience for this position includes but is not limited to: (1) leading a team or project; (2) interpreting laws, regulations, and legal decisions to adjudicate complex cases in mining law or mineral leasing; (3) interpreting legal land descriptions and ownership using multiple sources; (4) preparing written reports and briefing management or external customers on mining law or mineral leasing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Additional Information This position serves at the BLM Idaho State Office as the supervisor of BLM Idaho's Minerals Adjudication Team. The incumbent is responsible for program management, internal workflow, and technical and administrative supervision related to mining law adjudication and recordation, mineral leasing adjudication, and other adjudicative actions for the minerals program. In addition, the incumbent serves as the state's authoritative expert in mining law and mineral leasing cases, providing training, guidance, and expertise to other examiners.
