SUMMARY: Administers agency objectives of the Division of Motor Vehicles, Bureau of Driver Licensing, by developing and planning short and long-term goals and strategies, to include evaluating, revising and implementing procedures, policies, and training. Experience: Six years of experience in management, business administration, public administration or related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience. OR Education: Bachelor's degree from an accredited institute of higher education with major study in management, business administration, public administration or related field. Experience: Seven years of experience in management, business administration, public administration or related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience. License/Certification: Must possess a valid drivers license. SPECIAL REQUIREMENTS: Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information. Selected candidate(s) will be required to attend and successfully complete an intensive multi-week training program of classroom and on the job training, with weekly evaluations to ensure compatibility, suitability and ability to learn the complex motor vehicle systems, computer systems, processes, procedures, forms and transactions, while providing first rate customer service in an expedient, timely, accurate and polite manner in a high volume customer service area, office or workstation. Continued employment is contingent upon successfully completing all aspects of the training program within the first six months of employment. May be required to work a flexible schedule including, but not limited to, early morning, evening and/or weekend hours. May be required to travel throughout the State and work at various satellite offices for periods of time. RESPONSIBILITIES: Oversees the functions of the Bureau of Driver Licensing by providing oversight and direction to subordinate supervisors, and by developing, analyzing and evaluating all program objectives for appropriateness, compliance and effectiveness. Manages and evaluates the implementation and ad inistration of all programs and procedures within the Bureau of Driver Licensing including reviewing reports of subordinate supervisors, recommending policy and procedure revisions, and determining legislative impacts in order to provide recommendations to division heads. Interprets and responds to questions of policy, procedures, laws and administrative rules and unique issues for subordinate staff, revising and updating standard operating procedures as required. Prepares requests for proposal/grant documents based on program requirements. Works with the Directors Office on the procurement and contractual processes by identifying program needs, researching supporting documentation and managing contracts. Testifies at legislative hearings as a subject matter expert. Provides recommendations on new or revised legislation and rules. Evaluates training needs, training manuals and informational materials to ensure consistency and compliance with program objectives and policies. Proposes new or additional training requirements and standards as required. Develops and creates strategic planning goals and objectives for enhancement and compliance related to the Bureau of Driver Licensing operations and provides recommendations to division heads. Ensures that subordinate supervisors are maintaining a secure and confidential area in accordance with the Privacy Act, standard operating procedures, payment card industry compliance and Department of Safety policies and procedures. Oversees personnel issues and actions including hiring, merit increases, disciplinary action, employee performance, developing and issuing performance summaries, memos of counsel and letters of warning. Acts as an official representative of the Division in communication with the American Association of Motor Vehicle Administrators, Federal Motor Carrier Administration, Social Security Administration, Transportation Security Administration, Customs and Border Patrol, Customs and Immigration, Department of Homeland Security, National Highway Safety Traffic Administration, local, county and State law enforcement agencies, other states and jurisdictions law enforcement agencies, ensuring a professional working relationship with the Bureau of Driver Licensing is maintained.
