POSITION SUMMARY:
The Project Controls Lead will be responsible for providing cost engineering services for projects being managed within the Engineering department. Provide project management with forward looking information identifying expected project performance and comparisons against performance targets. Be an active project team member providing relevant input and analysis to project management to facilitate making timely decisions. Ensure construction control estimates are aligned with the decision support package’s budget prior to commencing execution. Manage changes to the project budget and schedule as appropriate. Coordinate continuous interface with Engineering, Maintenance, and Accounting. Coordinate development of El Paso Refinery Capital Budget.
KEY RESPONSIBILITIES:
Work with project manager to develop realistic forecasts of the overall project cost and schedule
Develops yearly Capital Budget as Budget Coordinator
Facilitate monthly forecast review with the Engineering manager, supervisors, and other stakeholders
Work with outside engineering firms to ensure project controls expectations and deliverables are met
Review cost estimates for projects and develop the control budget from these estimates and phase decision support package
Ensure the planned schedule in the decision support package is aligned with the control budget and cash flow
Monitor and report project costs and perform analysis regarding deviations from the control budget
Calculate monthly accruals and communicate to Accounting department
Manage, document, and communicate change to the project budget and schedule
Evaluate project risks and communicate cost and/or schedule exposure to project management
Facilitate the project closeout process
Identify and recommend systemic and work process improvements
Participate in and give feedback on Constructability Reviews and assist estimators in development of work breakdown structure (WBS and CBS).
EDUCATION AND EXPERIENCE:
Bachelor’s degree in Engineering, Construction/Project Management, Finance, Business Administration, or Accounting preferred
Minimum of 3 years of experience in project controls / cost control / scheduling / estimating within the refining, petrochemical, or energy industry
SKILLS:
Excellent communication skills
Proficient in Microsoft Office products – Excel, Access, PowerPoint, Word
Familiarity with SAP, EcoSys, P6, and/or Icarus software is a plus
