Summary You will serve as an Environmental Protection Specialist in the Environmental Security Department, Marine Corps Base, Camp Pendleton. The duty station is Camp Pendleton, CA. The position assists with the management of Camp Pendleton's spill prevention and planning program.. Responsibilities You will assist with conducting annual storage tank inspections throughout the installation. You will review and interpret legal requirements for hazardous substance and oil spill prevention and emergency response planning. You will assist with the development of viable, cost-effective alternatives to meet regulatory compliance. You will assist in developing written policies, procedures guidance, contract specifications, quality assurance surveillance plans, and contract specifications, training curriculum, and project funding information. You will assist in determining courses of action to implement policy and procedures. You will implement program objectives and assist in identifying and implementing program improvements. You will maintain knowledge of Spill Prevention Countermeasures. You will assist in the development if written policy, procedures, and guidance relate to the environmental requirements for storage tank operation and maintenance. You will participate in briefings and training courses regarding the Spill Prevention and Planning Program. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-09, or pay band in the federal service or equivalent experience in the private or public sector using knowledge of environmental laws, regulations, reporting requirements, and documentation related to spill response and prevention performing duties: 1) Assisting in integrating hazardous substance planning and prevention into organizational response plans. 2) Assisting in solving problems involving hazardous substance planning and prevention. 3) Using computers to generate correspondence, reports, track data, and produce maps. 4) Using knowledge of above and under ground storage tanks standards to ensure organizational compliance. 5) Evaluating physical, chemical, and toxicological properties of hazardous materials to make decisions about spill response, reporting, and cleanup. 6) Communicating technical and programmatic information, orally and in writing, to people with varying degrees of subject matter knowledge. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR 3 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR An LL.M., if related.
