The Chelsea Soldiers’ Home is seeking a collaborative and skilled registered nurse to oversee the development and implementation of programs, policies, and procedures for the Home’s quality and performance improvement initiatives. This individual will work closely with executive leadership, physicians, and staff to ensure compliance with Federal and State laws and regulations. Please note: This is 24 hour/7 days a week long-term care facility; as a result, the Chelsea Soldiers’ Home may require this individual to be present during nontraditional hours when circumstances dictate the operational need.


Duties and Responsibilities

(These duties are a general summary and not all inclusive)

  • Chair Agency Quality Improvement (QI) Committee monthly, develops the quality improvement program.
  • Inform QI committee members of any new requirements/changes in Joint Commission, Veteran Affairs standards for performance improvement.
  • Review minutes of Family, Veteran and Resident Councils and report to the QI Committee.
  • Participate on QI teams as requested by the Executive Committee.
  • Review issues and identify opportunities to improve the quality of care at the Soldiers' Home.
  • Reviews all incident reports and forwards them to appropriate individuals for follow-up.
  • Conducts investigations of veteran care incidents reported by the facility's incident reporting system and makes recommendations for corrective action.
  • Maintain quality improvement activity records for the agency.
  • Conduct annual review of Quality Improvement Program. Plan, develop and lead annual CQI in-services.
  • Conduct periodic assessments of both Infection Control and Quality Improvement Programs to meet Federal, State, regulatory and veteran agency regulations.
  • Collects and analyzes data; identifies trends and patterns; monitors data collection activities.
  • Monitors quality improvement activities of departments and committees to assure timely and appropriate compliance with the hospital's quality improvement program.
  • Initiates and/or coordinates special projects to maintain and upgrade quality of Veteran care.
  • Analyzes statistical reports such as Veteran census, personnel changes, accidents, and time and attendance in order to recommend action concerning Veteran census, deployment of personnel and the effective use of available resources.
  • Provides direct and indirect supervision for nursing services personnel.
  • Coordinates, develops, and provides in-service education programs.
  • Coordinates, conducts, and participates in meetings, in-service and continuing educational activities.
  • Completes employee performance appraisals (EPRS) on direct reporting staff.
  • Attend seminars and review current literature to update trends in performance improvement.

Required Qualifications:

  • Knowledge of the principals, practices, and regulations regarding quality monitoring, risk management, and veteran care assessment.
  • Knowledge of Joint Commission and Veteran Affairs standards, particularly involving performance improvement.
  • Ability to integrate and interpret statistical data and prepare statistical reports.
  • Knowledge of the principles and practices of supervision, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of staff and available resources; controlling work through periodic reviews and evaluations; determining staff's training needs and providing or arranging for such training; and either recommending or initiating disciplinary action.
  • Ability to establish rapport and deal tactfully with persons from varied ethnic, cultural, and/or economic backgrounds.

Preferred Qualifications:

  • Master's degree or relevant level of clinical expertise in a health-related field preferred.
  • Knowledge of the principles, practices, and regulations regarding quality monitoring, risk management, and patient care assessment.
  • Knowledge of The Joint Commission and Veteran Affairs standards, particularly involving performance improvement.
  • Ability to communicate both written and orally in a precise, understandable manner and maintain accurate records.
  • Experience working in a long-term care healthcare setting.
  • Proficient in Microsoft Office to include Word, Excel, and Outlook.

License and/or Certification Requirements

  • Current Massachusetts Registered Nurse license & Current CPR certification.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.
Minimum Entrance Requirements:
Applicants must have at least (A) three years of full-time, or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic, or medical facility and (B) of which at least two years must have been in a supervisory, administrative, or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Graduate degree with a major in Nursing may be substituted for a maximum of one year of the required (A) experience.* No substitutions will be allowed for the required (B) experience.
Education toward such a degree will be prorated based on the proportion of the requirements actually completed.
Special Requirements:
Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing.*
Recent graduates from an approved school of nursing must have applied for the first available registered nurse examination.
Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's license may be required.
