CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. Position Summary An Environmental Analyst – National Environmental Policy Act ( NEPA ) position is available with the Colorado State University Center for Environmental Management of Military Lands ( CEMML ). This position will support the Air Force Installation and Mission Support Center ( AFIMSC ) Detachment 2 Environmental office and will report to the Environmental Impact Analysis Process ( EIAP ) Division at the Air Force Civil Engineer Center ( AFCEC ) in San Antonio, TX. The position is located in-person at Joint Base Pearl Harbor in Hickam, Hawaiʻi. This position is an experienced NEPA practitioner who provides support to government staff and management of EIAP projects, including Environmental Assessments (EAs) and Environmental Impact Statements (EISs), from programming and validation through funding, execution via contracts, and completion of decision documents. This position is responsible for coordinating with Air Force installations, Major Commands, headquarters Air Force, AFCEC leadership, other military services, and subject matter experts throughout the Department of the Air Force ( DAF ). The position will also coordinate with cooperating agencies such as Federal Aviation Administration and National Parks Service; with the U.S. Fish & Wildlife Service; state agencies, such as State Historic Preservation Offices; Tribal entities; and the public to ensure completion of EA and EIS documents in accordance with technical, legal, policy, and security requirements. This position is responsible for management of project scopes, technical rigor in impacts analysis, cost control, and regulatory compliance. Candidates must possess excellent written and verbal communication skills and the ability to manage complex projects with varied stakeholders, review and edit technical documents, and lead and problem-solve with minimal supervision. Overnight travel may be required. This position is required to report on-site to Joint Base Pearl Harbor in Hickam, Hawaiʻi. Required Job Qualifications Bachelor’s degree in Environmental Planning, Natural Resources Management, Archeology, or related field. Three or more years of technical experience with environmental planning/analysis, NEPA , and/or Air Force Instruction (or equivalent). Proven experience writing, editing, and reviewing environmental documents, such as Environmental Assessments. Demonstrated technical writing ability, clear communication skills, and attention to detail. A thorough understanding of most standard computer programs, as well as proficiency in database management and SharePoint systems. Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date. The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position. Preferred Job Qualifications Master’s degree in Environmental Planning, Natural Resources Management, Archeology, or related field. Demonstrated experience in natural and/or cultural resources regulatory requirements including Sikes Act; Endangered Species Action ( ESA ); Coastal Zone Management Act ( CZMA ); Marine Mammal Protection Act ( MMPA ); National Oceanic and Atmospheric Administration ( NOAA ) requirements; Floodplain Executive Orders; Wetlands Executive Orders; and/or National Historic Preservation Act ( NHPA ) Experience preparing or reviewing Environmental Impact Statements Demonstrated experience with Air Force EIAP including implementing 32 CFR 989; Air Force Natural Resources Management including AFMAN 32-7003; Integrated Natural Resource Management Plans (INRMPs); Integrated Cultural Resource Management Plans (ICRMPs); and/or compliance with environmental, natural, and cultural resources regulations and related Executive Orders Experience in formal ESA Section 7 consultation, including writing, reviewing, and/or interpreting Biological Assessments and Biological Opinions Experience with NHPA Section 106 consultations, experience with Tribal consultation, and/or treaty-protected Tribal resources Diversity Statement Reflecting departmental and institutional values, candidates are expected to have the ability to advance the Department’s commitment to diversity and inclusion. Essential Duties Job Duty CategoryNEPA Analysis Duty/Responsibility Evaluate NEPA actions, to include Categorical Exclusions (CATEX’s), Environmental Assessments (EA’s), and Environmental Impact Statements (EIS’s). Make recommendations that optimize project compliance with environmental laws and perform format conversions into formats and media type provided by the Government. Coordinate with Natural Resources, Cultural Resources, Air Quality, and other programs to ensure NEPA compliance.
